Finally, after we have been preparing community and government for Emergency Capacity in Kabupaten Padang Pariaman since August, we could run big drill to evaluate whether the model we designed for CBDRR can be understood by community and government or not.
Operations scenario was prepared by community representatives in each Nagari after they decided the evacuation route and relocation zone for simulation. In Kabupaten (district) level, Kogami facilitated all agencies such as: Police, Army, Transportation Department, Fire Department, Civil Police, Medical department to make coordination and determined the number of personnel would be involved, the role and responsibility and to strengthen the scenario operations.
On December 26, 2006 all agencies did rehearsal at 8.00 am before the drill started. The sirene was on at 10.00 am to sign the big earthquake that has tsunami potential happened, followed by second sirene that was pushed by regent after getting information from BMG that Tsunami would happen in West Sumatra including Padang Pariaman, so the sirene means people has to stay evacuating to the higher ground or at least 2 km from the shoreline. We could estimate that 10,000 people from 8 Nagari (villages) were involved on the day of simulation.
